In taking on national matters, such as the federal re-prosecution of the Los Angeles police officers in the Rodney King case, he played a crucial role.

He rose through the ranks of the Department of Justice to Deputy Assistant Attorney General under Janet Reno’s direction from 1993 to 1998. In this role, Litman oversaw the department’s efforts on a range of topics. He was also responsible for offering the Attorney General legal advice.

He also assumed the additional responsibility of Special Assistant U.S. Attorney for the Eastern District of Virginia concurrently with this post. In 1998, Litman was appointed U.S. Attorney for the Western District of Pennsylvania by President Bill Clinton. Litman furthered his impact on the judicial scene in 2000 when he prosecuted a gun trafficking case as part of Operation Target.

Because of his political aspirations, Litman was nominated by Clinton in July 2000 to serve as a judge on the United States District Court for the Western District of Pennsylvania.

In addition to his public service responsibilities, Litman pursued a career in academia, teaching law at prestigious schools such as Berkeley Law School, Georgetown Law School, and the University of Pittsburgh School of Law. In 2020, Litman found himself at the San Francisco law firm Constantine Cannon thanks to his professional association.
